Revenue is a function of licensed capacity multiplied by utilization, and staffing ratios set a floor under cost that cannot be cut without losing the license. Licenses attach to the operator rather than transferring automatically with the building, so a successor operator must qualify in their own right — which lengthens any re-tenanting timeline and should be built into the recovery assumption.

What drives the price

The collateral is worth most as a childcare facility to a successor operator, and considerably less converted.
